Every declined lead becomes either a referral, a nurture-list contact, or a reactivation candidate. This module automates non-rep letters, referral tracking, and the long-term nurture pipeline so no relationship is wasted.

- Referral routing to partner firms with revenue-share tracking
- Nurture campaigns: 30 / 60 / 90-day touchpoints
- Reactivation pipeline for changed-circumstance follow-ups
- Archive + export with retention policy enforcement
- Outcome telemetry: declined → referred → signed conversion
Architecture is in place — components, types, and service folders are scaffolded for this section. Phase 1B brings the live UI and mocked workflow logic; later phases connect MerusCase, Tavrn, and AI services.
